* chore: update dependencies and add license files

- Bump @actions/cache from 6.2.0 to 6.3.0 in package.json and package-lock.json
- Update @actions/glob from 0.6.1 to 0.7.0 in package-lock.json
- Update brace-expansion from 5.0.9 to 5.0.12 in package.json and package-lock.json
- Bump undici from 6.28.0 to 6.29.0 in package-lock.json
- Add license files for @actions/glob and minimatch dependencies
